Recent Events: Cirrus had been living with Akira, but upon her departure on a mysterious yet vital mission, he was swept up in his own tide of events. During a camping trip with his best friend, Blink, they were attacked by a renegade convict that was after the use of Blink's unique jutsu. In order to escape, Blink instinctively escaped into a different time, inadvertently changing past events and preventing the murder of Kakrin, Cirrus' brother, in the process.
Both were captured and found that it was actually and organized group of convicts banded together under a common purpose. Blink's own jutsu served as an untrackable base and Blink himself as transport. Cirrus met the brother he had long though he had lost, but started to see Kakrin's true personality shining through. Hurt and betrayed, Cirrus stayed close to Blink, as support and with hope that they could escape from the criminal group.
The leader of the group slowly molded Cirrus' mindset, gaining a wary trust with him and used him for a few missions, knowing Cirrus would always return for the sake of Blink. When one of his missions to obtain a time-piece brought him close to Konoha again, Cirrus got caught up with Akira's sudden return and poor health. He found out much to his shock that he was a father, and she had had twins, though the two (Mizuko and Kazeko) failed to survive in the end. Cirrus became mentally unstable, and tried to run, but was convinced to get ahold of himself and stay. Unfortunately for Blink, Cirrus never returned to the assigned rendezvous point, leaving Blink at the mercy of the convict's plans.
Appearance:
He no longer wears his brother's mist forehead protector, and instead has his own from Konoha. He discarded the mist one when he found out his brother's true nature.
Personality: Cirrus was trusting and innocent to a fault (with the exception of kages--see history). He was very sweet, innocent, fun-loving, and completely devoted to his friends.
His time staying by Blink's side, as his friend was held hostage by the convicts, turned his outlook on life to the worse. Not only did he uncover his brother's truly malicious personality, but also became more distrusting and violent as a result of Blink's sometimes damaging imprisonment. Upon returning and seeing the death of his children and the poor health Akira was in, something in his mind snapped from all the tension he had bottled up. Angry, slightly destructive, and sometimes illogical, Cirrus is trying to refind himself and define just who he is, was, and wants to be. Guilt secretly plagues him thinking of Blink now dealing with the convicts alone, but Cirrus can't bring himself to leave Akira's side after he almost lost her once.
Trademark Jutsu: 生き物水 (ikimono mizu ~ living water)
Cirrus is able to control water. He morphs and moves it by filling it with his chakra. Though he started by having his jutsu take on small forms of animals, he had been able to move beyond those limitations to a point where he can now mold it to any form he desires, and at a much larger quantity than he could before. He no longer carries water jugs with him, and can pull water from the moisture in the air or surrounding water sources, such as lakes or plants. Depending on the density of chakra he holds within the water, the water can slice like a knife, lash like a whip, or merely soak.
Cirrus feels most at home around water, and especially when around a larger body of water he can be quite dangerous. He is able to 'drown' people on land by obstructing their mouth and nose, or trachea with water. A rather messy method that he almost never resorts to is to force water down an enemy's throat and expand it outward into spikes, killing them.
He also has slight command of Kakrin's favoured jutsu, 血液を下命 (ketsueki o kamei ~ command blood) in which the liquid blood is shifted around to control the body of a person. It can also be used to stop the blood flow completely, though it is extremely difficult and requires unbroken concentration for a small period of time. Cirrus highly dislikes using this jutsu, since he was used to kill Blink's dad under the influence of it by Kakrin. Whenever he commands it, haunting memories of that experience plague him.

Cirrus only remembers growing up with his older brother, Kakrin (11 years older than Cirrus ~ currently 29 years old ~ Birthday: June 23rd). His parents died when he was younger, and his brother took over his guardianship, initially with help from a caretaker sent by the Mizukage.
The truth behind the deaths of Cirrus' parents is rooted in Kakrin's past secret life. Though he was a ninja in the village, and went on assigned missions with his team (two waternins known as Rez and Luc) he also served as a double agent of sorts, selling secrets and dabbling in the black market when he had the time. He loved the thrill of it all, and the money was also good, though profit wasn't his primary incentive.
He got caught up in a bad group around when he was in his early teens and held for ransom. His parents (also waternins) ended up dying during their attempted rescue of him. The unfortunate truth was that it was all a set-up. His parents had started to suspect Kakrin's secret activities and a group was looking for revenge against Kakrin's mom and dad for past interferences in illegal weapons trades. It was mutually beneficial for both parties, and Kakrin afterward had free reign, no longer with his parents constantly over his shoulder.
The Mizukage began suspecting something was afoot, but it was difficult to catch Kakrin in the act. Kakrin was notoriously suspicious of everyone in the village, and the closest anyone ever got to him was his teammate, Rez. Even so, Rez had trouble obtaining solid proof that Kakrin was dealing in underhanded matters.
At home, Kakrin showed a cheerful, loving persona which Cirrus equated with his brother. Kakrin felt that Cirrus could be useful in the future, and intended to take advantage of it by winning over Cirrus' undying devotion.
Around the time when Cirrus was 12, Rez and Luc managed to secretly obtain proof of Kakrin's betrayals and uncovered the cause of the parents' death. Kakrin was set up to go on trial but it never came to fruition, and he never knew about it. Kakrin got ahold of some classified information that threatened the security of the village, and thus an assassination plan took its place to make absolutely sure that Kakrin could not pass the information in any form. His own teammates were charged with the assignment, with Rez making the fatal strike.
They left Kakrin's body in a storage room awaiting disposal, but Cirrus came across it, and in an infuriated rage, attacked the Mizukage. Under the assumption that Cirrus was a pawn left over by Kakrin, he was banished from the village and banned from practicing to be a ninja.
Cirrus wandered, lost for a long while before stumbling upon Konoha. He still had a childish and innocent view on the world due to his sheltered life, but also harbored a deep distrust and hatred for kages.
